COMMON COLLECTION CLUB (C3) PROJECT ON EXTENDED PRODUCER’S RESPONSIBILITIES IN VIETNAM

Decision 16 (Decision 16/2015/QD-TTg) which is “New law on regulating collection and treatment of end of use products discharged from households” has been in power since July, 2016. Manufacturers and importers who sells the designated products in Vietnamese market, and those designated products are discharged by the consumer, shall be collected, properly treated, and report activity annually to the government (Ministry of Natural Resource and Environment).

However, most of the designated products are valuable and sold throughout Vietnam market in present. Designated products, which have no value after its end of use such as cell batteries and lamps have no incentives to collect separately and mostly are thrown away together with other household wastes. In present, it is said that designated product waste will not be collected at collection points which the companies are obliged to set up in Decision16. This is because Decision 16 does not force target companies to collect the end-of-use products. As a result, there are no target companies that developed the collection system in nation-wide size, considering from the cost effectiveness.

In response to Decision 16, CUES Japan/ Vina-CUES together with Hitachi Transport System are now preparing measures to deal with this decision that may also call ”Vietnam Extended Producer’s Responsibility rule”. This project objective includes the nationwide scale of waste collection, treatment, recycling network development, and also tracking and management system of collected items.

This C3 project aims at developing a business structure to shares and maintain these infrastructures among business entities targeted in Decision 16, where joins to our membership club. This service can deliver our customers, not only confident handling of the end-of-use products, but also to obtain the necessary infrastructure to comply Decision 16 in low cost.

Outline of C3 project and proposed platform

By using this proposed service platform, the C3 members can declare to MONRE that:

C3 club has 87 PoRs (Point of Recalls) in all 64 provinces (as of January 2019) which will be commonly used among the C3 members.

C3 members will have a confident network among waste transportation / treatment / recycling companies under reliable relations and inspection rules between those companies and C3 Management Company. Based on information management system provided by C3 club, C3 members requires minimum manpower to report MONRE on its annual activity.

The greatest feature of the C3 solution is the number of collection points. Local affiliates of Hitachi Transport System already have a total of 87 stock yards in all 64 municipalities in Vietnam which can be operated as collection point. We are also planning to expand the numbers of the collection points if necessary, based on members’ requests.

In the future, addition to basic functions of C3 solution, we will be providing wider solutions by applying our infrastructure, tariff system and management systems to respond to the individual requests of member companies mainly in logistic services.
