HAZARDOUS WASTE (HW) – THE DANGER MUST ALWAYS BE UNDER CONTROL
Hazardous waste is waste containing toxic, radioactive, infectious, flammable, explosive, corrosive, poisoning or other hazardous elements. Therefore, in order for this type of waste not to be dangerous to human health and the environment, it is necessary to have proper hazardous waste management and treatment procedures.

The process of HW management:
– Step 1 (Declaration, classification, … of HW):
First, the company needs to verify whether the law provides for the disposal of such waste and determine whether that particular waste is hazardous.
– Step 2 (Packaging and storage of HW):
Depending on the different types of waste, there will be different storage facilities. Since hazardous waste can be liquid or solid, the waste container should always be tightly closed, secure, without leakage, and no waste added or removed.
Similar to waste storage vehicles, different types of hazardous waste also have different types of containers. The container must be labeled with the inscription “Hazardous waste”. In it, the sticker must clearly describe the specific content and time the waste is put into the container for the first time. The containers must be properly arranged so that there is enough aisle space for weekly inspections.
Particularly for outdoor warehouses, it is necessary to meet the following requirements:
- +/ Access to container areas should be strictly controlled.
- +/ Containers must be protected from factors that may be externally influenced.
- +/ Store liquid waste containers on impervious surfaces to prevent and limit accidental leaks.
– Step 3 (Waste self-treatment or signing contacts):
Self-treatment of hazardous waste at the facility or signing a contract to transfer hazardous waste to the facility performing appropriate hazardous treatment services.
– Step 4 (Transferring HW):
Production, business and service establishments engaged in hazardous waste generation activities must: Be responsible for transferring hazardous waste to organizations and individuals that have hazardous waste treatment licenses or appropriate hazardous waste management practice licenses.
Be responsible for monitoring and supervising the transfer of hazardous waste treatment, strictly following the process of declaration and use of hazardous waste documents each time hazardous waste is transferred as prescribed in Appendix 3 TT 36/2015 / TT-BTNMT.
– Step 5 (Annual report):
According to the provisions of Article 7 Clause 6 Point a of TT 36/2015/TT-BTNMT:
Hazardous waste source owners shall prepare and submit reports according to the following provisions: Annual hazardous waste management report (reporting period from January 1 to December 31) according to the form specified in Appendix 4 (A) issued together with this Circular and submitted to the Department of Natural Resources and Environment before January 31 of the following year.
In the case specified at Point a, Clause 3, Article 12 of this Circular, the owner of hazardous waste sources shall only report once within 01 (one) month from the date of termination of operation.
– Step 6 (Store HW relevant dossiers):
Hazardous waste documents (HW) are lists issued in a uniform form nationwide to provide hazardous waste source owners through the Department of Natural Resources and Environment, with the function of monitoring and controlling hazardous waste from generation to treatment, environmentally safe destruction.
A set of 9 hazardous waste documents (pre-printed for manual declaration or direct declaration in the computer before printing) with the same content.
